A heat pump runs cooler than a boiler

So a radiator does about half the work
The same radiator that was adequate at 70 degrees is not adequate at 45. Some of yours will need to change. Not all of them.

Room by room, measured in your house. It names the unit size and the exact radiators. Skip it and you get a system that is loud, expensive and cold.
